The Failure of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of contrasting events captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are issued from multiple capitals. Immense energy is expended on containing specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "peace".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track missile launches from Russian territory, a capacity provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems engaged: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, most likely supplied through Western nations. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly becomes sober acceptance: maybe the approaching threat won't hit its mark this time, sparing the city from devastation and another blackout.

Continuous Dangers

Soon after, a automatic firearm opened up on a drone in the vicinity, part of a defensive team – probably imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its objective.

With pauses, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those full day encapsulated Ukraine's vital need on external assistance – a reliance that European nations are clearly incapable to replace in the short term.

Failed Diplomacy

The comprehensive proposal from Washington sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new approach from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually win the battle. This trend will, certainly, persist.

Tactical Assessments

It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington functions according to a premise familiar among international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is unfeasible to force Russia to surrender the territory that it currently occupies in Ukraine's occupied territories.

The problem is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through statements or actions, from thinking that the current condition will not evolve additionally in its favour in the months ahead.

Opposing Positions

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's government remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding civilians and areas but avoiding a entire defensive failure until situations evolve in its advantage.

Existing Situation

Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their mission will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a only one week to kill the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and demonstrate specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
